Why does Zimbabwe get the first speaking slot on Day 3?

How the order is actually decided

The UN does not assign countries to days or positions by continent, by seniority, or by alphabetical order. For all member states beyond Brazil and the US, the speaking order is determined by the level of representation (head of state, head of government, or minister), expressed preferences, and geographic balance. In plain terms: a head of state outranks a foreign minister, so heads of state cluster near the front of each day. Within that tier, it is largely first come, first served, with the UN Secretariat adjusting to spread regions across the days so the same continent does not dominate one session.

By tradition, Brazil is always the first country to speak, a practice that began in 1955 when it volunteered to open the debate when no other country would. The United States, as the host country, usually speaks second. Every country after that is working from a signup sheet, not a protocol table.

What this means for Mnangagwa

Zimbabwe's delegation registered early for Day 3's morning session, Mnangagwa Zimbabwe traveled to New York to address it personally as a sitting head of state, and no other country with equal standing had claimed that exact slot before Zimbabwe did. The Secretariat's geographic balancing then worked in Zimbabwe's favor: Day 3 already had several African leaders across the full list, so opening with an African head of state fit the spread the organizers were aiming for.

There is no protocol rule that places Africa first on Thursday, and there is no rotating honor system. The position is, in the end, a mixture of who registered when and how the Secretariat sorted the queue. Mnangagwa landed at the top of the morning, which gave his sanctions message the most uninterrupted audience of the day and the best chance of leading the morning's news cycle, but that outcome was a product of logistics, not ceremony.
