Zeine was born in 1965 in Zinder, Niger's second most populous city. An ethnic Tubu, he followed a path rooted in economics and public administration from the start.
Where he studied
He joined the Ministry of Economy and Finance in 1991 after completing his studies at the École nationale d'administration (ENA) in Niamey, Niger's capital. The ENA is the country's premier school for training civil servants and public administrators, the route into senior government for most of Niger's technocratic class. He also holds a degree from the Centre d'études financières, économiques et bancaires in Marseille and Paris-I, one of the Sorbonne's successor universities.
What he did before becoming Prime Minister
When former president Mamadou Tandja came to power, he appointed Zeine cabinet director in 2001, then finance minister in 2002, tasked with turning around a chaotic economic and financial situation. He served as finance minister until Tandja was overthrown in a coup in 2010.
Between his two stints in government, he worked as a resident representative of the African Development Bank in Chad, Ivory Coast and Gabon. The African Development Bank is the continent's main multilateral lender, headquartered in Abidjan, and its resident representatives oversee lending programs and economic dialogue in specific countries.
He has served as Prime Minister of Niger since August 2023, appointed by the military council led by General Abdourahamane Tchiani after the coup that removed President Mohamed Bazoum. He also holds the Finance Minister portfolio simultaneously.
