What did President Sadyr Japarov of Kyrgyzstan say at the UN General Assembly (UNGA 81)?
Kyrgyzstan’s President Sadyr Japarov argued that UN decisions must be treated as binding, proposed a public register of which countries carry them out, said only the UN should be able to impose sanctions, and offered $10 million toward a fund to protect Lake Issyk-Kul.
He addressed the general debate on Tuesday, September 22, 2026, as the fifth speaker of the morning session.
The speech in brief
- Make UN decisions count. He proposed a permanent public register in the General Assembly showing whether states carry out UN decisions, with four steps for repeat offenders: a notice, a monitoring mission, a plenary meeting, then the Charter’s procedures.
- The veto. He asked the five permanent members to agree not to use the veto on questions of compliance.
- Sanctions. Sanctions are often used to meddle in other countries’ affairs, he said, and only the UN should have the power to impose them.
- The Security Council. He backed two permanent seats for Africa and one for Latin America, and noted that Kyrgyzstan joins the Council in 2027, for the first time.
- Mountains and climate. He announced the second Global Mountain Summit, “Bishkek+25”, for October 2027, and proposed an international fund for Lake Issyk-Kul.
