MS NOW reported that President Trump has signed a commission making Secretary of State Marco Rubio the permanent National Security Adviser, citing a US official speaking anonymously about staffing moves. Secretary Rubio had held the national security post in an acting capacity since 1 May 2025, when Mike Waltz moved to the UN, so roughly sixteen months.

The reason it took a signature rather than a vote is that National Security Adviser requires no Senate confirmation. Unlike Secretary of State, the president simply designates who holds it, so there was never a confirmation hearing standing between acting and permanent. The commission is the formalization.

Holding both offices at once is rare. The last person to do it was Henry Kissinger, who served as Secretary of State and National Security Adviser together from 1973 to 1975.
